I've found Necromancer doesn't really require much weapon swapping and DS isn't much of a hassle, but the Necro feels so weak and the playstyle isn't all that exciting (especially after coming from the GW1 Necromancer). If you're weapon swapping with a thief often, you're doing it wrong.
Yeah, I wish that some of these weapon choices were less punishing as a Juggernaut and Predator enthusiast myself. Thief (even when you weapon swap it is often for other reasons, you keep same weapons.) Mesmer (often weapon swaps for off-hand and procs main hand stays same.) Warrior - literally camps greatsword. Guardian - can camp 1 weapon with alacrity Necro (Condi) - camps 1 set, bad dps atm. Revenant - Bad dps only weapon swap for cc if group is meh.
